Why Only Precise, Sharpened, and Defending Weapons?

I'm wondering why there are only certain traits allowed in the pts each round. Are these the traits that have been deemed best-in-slot by zenimax? There are certain builds that seem to suggest even something like infused can be used for dps...so why such a limit on weapon/armor variety in a testing environment?

✭✭✭The garbage available in the Template gear sets is a constant source of annoyance for me. I play on console, but like to try new stuff on PTS since I own it on PC from back in the beta days.
Can't really test much of anything, because the whole Template setup is awful.
Aside from the fact that the most-used sets in the game are missing, you have to level crafting/provisioning/alchemy, which is horrible.
I can't believe that adding the missing sets and missing traits to the Template gear would be all that difficult, but people have been asking for this for as long as I can remember and there's never been a peep from anyone at ZOS in response.
I also find it amusing that in the current PTS patch notes, they specifically mention that the new gear is omitted because they want people to test existing sets--but nearly all of the existing sets that people want to test aren't available on Templates!
