Taking your one example, the housing update was additional base game content in which 39 unique player homes were added, some of which were obtained through new quests - player housing having never been in the game before - with more than 2000 furnishing items, including target dummies, furniture crafting, 4 new motifs, achievements and titles, and the introduction of master writs and a new currency.

You killed the point you were trying to make with that second sentence. *sigh* The base game did get content updates, but it doesn't matter. What's important is that DLC didn't. What you buy on release day is what you'll always have (barring small additions like new motifs). Not so with Morrowind.
