    I hate all those guys with similar stalking behavior (the Daggerfall dog included). It's not their fault after all. Devs could change that if they wanted to. The only way around is what other people have said: accept the quest and just don't get the next one in the chain.

    Yea I was just joking. It sounded like a good idea in my head though lol

    At the Mournhold entrance, all day, every day: "Hold! Speak to me before entering Mournhold, Citizen." I always hear that "Hold" like "H0!"

    Ok, just did the Welcome to Orsinium quest on a new char to shut her up. Minor spoiler:
    Go to Merchant's Gate wayshrine and meet your contact, deal with the few mobs there, grab some supplies, talk to someone down the road, ride into town and head to the bar, follow some green stink, talk to the bath dude, talk to the priestess, and complete (don't pick up the next quest there).
    Took 8 mins, but that's because I stopped to steal some stuff and pick up the Orsinium wayshrine. Now Wrothgar is waiting for when I want to do it, no more Stuga, and no quest clogging up my journal. Hooray!

    In Bleakrock there is this woman who stands in the town square and repeats: "We must evacuate. Everyone stay calm. We've done all this before."
    And she'll repeat it over and over and over and over and she can't be killed (I tried). At first it didn't make me want to murder her, but if you stay in the town for a long period of time to do crafting, it starts grating on your nerves.
    The only way to silence her is to complete the questline in Bleakrock so that invaders take over the town and start burning everything. >:)
