Stuck their... how did you get stuck their.. I still use Rawl'Ka as my main trade spot.. even bought the river side house that's right there to make it easier to get there... and I have never been "stuck" in a city.
I've had Rawl'Ka crash on me way too many times, so I stopped going there. You get "stuck" there when you crash and can't log back on. It's even wonkier for me than Cyrodiil.

Vivec City might climb the list as its layout is better than any city other than Rawl'kha. The only thing holding it back is the fact that it's a DLC zone, which automatically limits the population to owners of the DLC only.
Belkarth EU showed, that there is more than just layout - its also about GMs and Officers. Windhelm is attractive as hub too, still nobody goes there. Also Vivec is only slowly growing on EU, even though i really wish that for the guilds there, since there are some ambitious guilds. Slacking GM or megalomaniac PVE guilds can bring whole hubs down, how attractive at it might be from the layout. If the guilds are crap, nobody goes there.

Belkarth layout sucks. It's popular because that's where everyone does their writs (and therefore needs mats). Mats sell within minutes of being posted there.
