The reason it's double-barred and was explained by ZOS is that the bear is a summoned pet and all summoned pets have a requirement of being double-barred, second, they aren't going to allow two Ultimates active at the same time. The Bear being summoned is already an active Ultimate, being able to switch to another bar and activate another Ultimate would mean two Ultimates active at the same time.
