how exactly does "Minor Mangle" work?

Destro staff skill Impulse, one of the two morphs says it afflicts enemy with Minor Mangle, reducing their max health by 10% for 33 seconds.

Now if this skill is the first skill to hit a mob, the effect is pretty obvious. But if a mob is already at, say, half health...how does the math of this work out? So say I am fighting something with 70,000 health. I currently have it down to 55,000 health and then I hit it with Minor Mangle. What happens? Does the mob lose 10% max health (so, in effect, does the skill do 7,000 damage, taking the mob from 55,000 down to 48,000)? Does it not do any additional damage, but simply caps the mob's health at 55,000 maximum for the next 33 seconds (so if I stop doing damage and the mob regens health, it only hits that 55,000 ceiling)? Something else?

Also, I have heard that some "bosses" are immune to this. Does that mean only trial bosses, or would it apply to dungeon bosses? Public dungeon bosses? Delve bosses? Overland world bosses? Anyone know?

    It lowers Max HP, so if the target is already past that point in terms of actual Health it does no additional damage. To be more accurate the debuff doesn't actually do damage, it just lowers their max stats which when at full health would be like dealing damage.

    In PvE this is a great skill to do in the start of a trash pull to do an instant 10% Damage to all targets. However as said before ALL Boss type monsters in ANY location is immune to it or at least should be, some Elite type monsters are not immune to it though but its a case by case thing.

    Its biggest thing I would say is actually in PvP cause sure while you don't deal a lot of damage with the skill, lowering someones HP by 10% can be devastating in regards to the enemies survivability. Keep that buff up and you make them easier targets for yourself and for your group.

    TL;DR the debuff deals no damage.

    I feel like there's more to it... or design is flawed.

    I have a hunch that it's effect is based somewhat on the staff used too, but not enough data to tell. Also note it's limited to 8 effected enemies as it falls under aoe damage.

    There' are a few world bosses this effects , in fact there's 2 dungeon bosses i know off handed effected. Note.. you can skip them if that's really the case usually.

    Something seems to be happening based on penetration to... or so I think. Sometimes the exact same mobs are effected by this skill, but other times not, so else could it be but ally using peneration skill?

    Think minor mangle works with charged staffs? That's my question for this thought on the thread

    Why would it not work with a charged staff? Charge just increases chance to apply secondary status effects, it does not effect minor or major buffs or debuffs.

    I think the above is basically correct; certainly it fits with some quick checks:
    • I tested Pulsar on dummies. Minor Mangle had no effect.
    • I tested Pulsar on mudcrabs and other landscape mobs. The first hit reduced their health by a lot. Sometimes the damage listed in a Combat Metrics parse after their death was less than their starting health, but never more than 10% less.

    Last I checked, Minor Mangle could be applied to Chudan in vRoM.
    Learned that when helping a friend thru it for the Amberplasm skin just a little bit before Summerset rolled around I believe, not sure if it still works though but let me just say, seeing a 3mil enemy drop down to 2.7 mil in 1 hit is a very noticeable difference and very helpful for no death and speed runs.
