Minor lifesteal is the only debuff in the game that can be well.... buffed. Healing Done buffs it. So a healer specced a lot into healing done, warden argonians can make this hit for over 1.5k per tick and for the whole group, but they do use quick siphon to do that not blood alter. Blood alter does need a buff but not sure this is it. Like the idea of a stamina steal though.

Hmm, what about the sanguine altar providing major Lifesteal and the Overflowing altar being the one that applies the staminasteal.

A Major Lifesteal debuff would be BiS skill if it existed, even if just 50% stronger than Minor Lifesteal, but in most situations Majors are much more powerful than minors, even Aegis and Slayer had a difference of 5% to 15%. If Major Lifesteal was double of Minor Lifesteal and it stays the same that it can be buffed by healing Done and recieved than Major Lifesteal would be BiS.
