Steam. Where they'll try to charge you twice for DLC that isn't DLC but is totally DLC.
I'm a noob to Steam; I don't really use it for anything except a handful of single-player games. If I buy the Morrowind upgrade on Steam but play ESO through the non-Steam ESO launcher, will it work? Will I have to use Steam for ESO going forward?
