Bakkagami✭✭✭@queo may be I've found a Solution for you. If, by any chance, pounce is considered a charge ability, the Tormentor set may be what you are looking for. Never tried it personally, so I don't know If it works, but could be worth trying. If you try it, would be nice to let us know If it works or not.
Was hoping someone was capable of thinking a bit outside the box. This was the first thing that came to mind when i read op.0 -

last I read pounce is not a charge, and will not proc a taunt.0 -

@OP, I'd actually settle for making tormentor work, if absolutely nothing else. That's the set from banished cells that applies taunt on a charge ability, and for whatever reason doesn't work on WW pounce.
Or allow frost staff passive.0
