The browser started downloading the file 150 Mb, by reference:

Russia, a reliable provider from St. Petersburg.
Well, of course, I know that proxy and VPN greatly reduce the download speed, I thank you what you said about this to me.
I found that enabling Google DNS server settings solves this problem.
