I'd urge you to consider playing the race you like. If race is not important for roleplay reasons then, yes, Altmer/Breton are optimal choices. But that 'optimal' is not very big. If you insist on squeezing every bit of metamax efficiency out of your character and want to run top level content then there may be reason to let your class/role dictate your race.
As I said, I only play Bosmer and I only play magicka characters. And they work fine.
