The current skyshard count is 399. That's divisible by three. There's no incomplete shards, at the moment.
There's three "odd" skyshards out there. The original starter zones had 6 each (for 18 total). Each of the original full zones had 16 each. So, Glenumbra, Stormhaven, Rivenspire, ect. There were 16 of these. For the 15 normal full zones, well, 15 is divisible by 3, no problem. Then there's also Cold Harbour, so that would bring you to 5 1/3. There's the skyshard in the Wailing Prison. So, 2/3.
Cyrodiil has three separate 16 shard achievements for each faction. So, 16 skillpoints. But, there's also one, lone, skyshard in Pact territory that isn't part of their achievement, completing the balance.
That's base game. Craglorn introduces, I think 12 or 18 shards.
Imperial City introduces 13 (I think), so 1/3.
Wrothgar introduces, I want to say 17, but it pairs off with the IC to even out the total to a multiple of 3.
Hew's Bane and Gold Coast each have 6.
Finally, Morrowind has 18.
What's probably tripping up the OP is the Temple shards. Each faction has a skyshard near each of it's Scroll temples. These are secured from hostile players by gates, which can only be opened by capturing the nearby keeps. There are 6 of these, if you didn't know that you could access all 6, you'd be left with a 2/3 total. However, you can access those shards. Ideally you hit them while your alliance is launching an assault on those scrolls. Though if either alliance has cracked the gates, you can invade and grab those shards. The four hostile skyshards are probably the hardest ones in the game to obtain, since they're only accessible under very specific circumstances. But you can collect all 399 shards.
