Why does ZOS bother to keep increasing the CP cap?

Why does ZOS bother to keep increasing the CP cap while at the same time nerfing the usefulness of CP. This seems contradictory.
Why did the Dunmer cross the road?
Apparently to get stuck in an eternal load screen!

It gives them something to do. I guess maybe the content guys aren't making stuff fast enough, so it leaves part of the team without anything to do. So they raise the cp and nerf everyone to keep it level.

Probably mostly because a long time ago they said they would, even when it was in a more broken state than it is now.

They also said DLC would be free with ESO+.

Because VR system was limiting and restricting players more so than CP from ALTS. Then Champion points are a bigger mistake as they introduced too much equation work to handle and game is ultra laggy now plus damage scaling ruined PvE where players were solo'ing vet DLC dungeons lol

Now we are in the ERA of CP being removed (EbonyBlade/SpellBreaker/Haderus) - Changed to the CP trees for an easier transition to the next system - Added in only a NO CP only Battlegrounds showing where the future is going.

The next system, i think, will be very simplistic - like additional passives for your character because Z0$ have shown they are incapable of handling the coding of a more complicated system and they wont invest in the proper hardware to run the game without the massive lag me and my friends experience daily, in PvP and PvE.

They could be raising the gear level...

It is odd. Just makes PvE easier and easier and only relevant in one campaign now so...why bother

It is free with ESO+. Morrowind isn't DLC it's an expansion/chapter. Deal with it. You don't like it go play a truly free MMO and see how long you enjoy it when there is essentially no money backing it. Any long running MMO follows a model of expansions that cost money.

    Cause ppl think it's progression.

What's funny is the increase accounts for less than 1% since 501 cap

By definition it's not an expansion.
Difficulty scaling is desperately needed. 9 years. 6 paid expansions. 25 DLCs. 41 game changing updates including A Realm Reborn-tier overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver&Gold as a "you think you do but you don't"-tier deflection to any criticism regarding the lack of overland difficulty in the game.

You talk like ESO+ doesn't cost money, or that Zos hasn't previously marketed ESO+ on the basis that it would give access to all future content. They later reworded that repeatedly in subtle way to open the way for excluding ESO+ and crown purchasers from chapters, more that a year before their announcement.

As to the OP, it doesn't make sense to me either. why promise progression and instead regress everyone's characters.

It smacks of sleazy marketting. Like when companies lower the price on a bag of chips, but give you 20% less chips. ZOS should just bite the bullet and get rid of them altogether in PVP. I and many others won't like it, but ZOS doesn't seem to care what their customers want.

The recent nerf across the board had little to do with CP cap increasing over the past year.

Just looked at points we used for sustain. A little more than a year ago we had 175 CP. maxed out cost reduction and put the rest into increasing regen. The next 25 points maxed out regen but really only incresed our regen by a percent, maybe 2%. If sss hardly noticeable on our character sheet. The same minimal impact was seen from the damage CP area.

It was changes Wrobel and his combat team made that really impacted our sustain especially the damage we did. Over the last year our damage was incresed significantly by changes The combat team made.

All this is noticeable based on our much BiS gear changed over the past year, rotations changed, different classes became stronger.

In the end the issues relevant to nerfing us overall fall upon the shoulders of Zos devs due to changes they made to our skills directly. It's their management of the game as a whole that was shortsighted and led us to this point.

Probably because they either haven't figured out that CP causes 90% of the balance issues in the game, or they have figured that out and are too lazy to scrap it and start over.

Morrowind is DLC according to how it's listed on consoles. Reality is using terms doesn't mean a thing when publishers list otherwise in each market.

It just makes Matt and others look deceitful and/or uninformed.

I have to ask. Do consoles even HAVE an "Expansion" secton? DownLoadable Content can mean content you download, patches, versions, updates or expansions.

I think the DLC promise is the basic problem. Plus, frankly, that was before the new version of the game "One Tamriel". I would almost be willing to be a lawyer could say that the "free DLC" model ended when 1T started.
Power level to CP160 in a week:
Where is the end game? You just played it.
Why don't I have 300+ skill points? Because you skipped content along the way.
    Where is new content? Sigh.

Similar to what some have said/implied I'm not sure what the point of more CP is for a game that doesn't content-scale the difficulty much anymore. I won't be going to a new CP 630 zone or looking at one day going to a new CP 660 or 690 zone.

Why would anyone at or remotely close to the current cap (outside of the Vivec campaign for the Alliance War) need any more CP than we presently have for current or future content? Maybe for those really struggling with vMA but what else?

Scaling characters to content and having PvE zones tuned to a narrow range of difficulty is OK if the advancement system is truly horizontal but the Champion System is not and increased diminishing returns (good for balance) make getting the cap to CP 690 or 780 a yawn.

Same for the gear cap. We don't need gear above CP 160 for any content. Adding gear level increases is obsolete with the current scaling system. ZOS has to know this.

So will they allow personal challenge options for high CP players in overland/non-instanced content? Change how the Champion System works? Replace that system? Something else? Who knows?

    @Darlgon

    Consoles have
    -Add-ons that signify DLC
-Expansions also exist but are often a new sku called bundles for the same game that's compatible with existing "add-on" content and "expands" the old sku not disabling the old sku.

So no there isn't a category but there are opportunities to do so

Here is an example of a F2P game that changes its original artwork and doesn't use another sku but renamed it each expansion

    https://www.microsoft.com/en-us/store/p/neverwinter/c0gqp41kxpvz

So for ESO look at how list the original eso to ESO Gold sku
    https://www.microsoft.com/en-us/store/p/the-elder-scrolls-online-gold-edition/bw5r4g3n4r94

Notice the add-on are only available under this bundle. But oddly this sku isn't aligned with the old sku.

Now for Morrowind they chose a completely new sku bundle not console mpatible with the gold sku or the original sku

    https://www.microsoft.com/en-us/store/p/the-elder-scrolls-online-morrowind-collectors-edition/btqzh2wczqv7

Technically this wouldn't be an expansion because people who own the existing game who purchased it were locked out their old Skus
