It is free with ESO+. Morrowind isn't DLC it's an expansion/chapter. Deal with it. You don't like it go play a truly free MMO and see how long you enjoy it when there is essentially no money backing it. Any long running MMO follows a model of expansions that cost money.

I have to ask. Do consoles even HAVE an "Expansion" secton? DownLoadable Content can mean content you download, patches, versions, updates or expansions.
I think the DLC promise is the basic problem. Plus, frankly, that was before the new version of the game "One Tamriel". I would almost be willing to be a lawyer could say that the "free DLC" model ended when 1T started.
