I tested this as soon as I got my stam warden up to level 50 using combat metrics addon. With the bear ulti and no other pets active, and saw the stam return proc from the Hunt Leader set. I was only using light/heavy attacks otherwise. I tested without the bear ultimate using birds and shalks and saw no procs at all. This was a few incremental patches ago.
I do not recall if I tested the fletcherflies or not.
The funny thing is that I was so interested in the stam return on the proc that I completely ignored the heal - that would have made testing simpler with the addons I already had installed lol.
I was disappointed, but I suppose it is no huge deal since this means I do not have to farm up the jewelry. Perhaps they will fix this if it is not working as intended. I also hadn't even thought about using it with a stamblade...kind of a cool idea there.
@ZOS_GinaBruno , do you know if this set is supposed to proc off of the Warden's non-persistent, damage-dealing animal companions (aka birds, shalks and flies), or is it only intended to work with the bear for Wardens?

I will jump in to answer it for them (because they will probably ignore you) -> it is supposed to work with PETS, and only bear and netch are pets. Bird/shalks/flies are just animal looking spells.

Except bird, shalks, flies heal you because of the passive
I guess ZOS wants there to be useless sets in the game and that every stam build regardless of class wears the same *** in PvP as well.
