You can't get a refund just because you don't like it

This mentality is why the MMO and Indy genre games are on a sharp decline. Because white knights are justifying games to be like lemon lots.
Oh you got screwed? HAHAHAHAHA too bad fool deal with it. Sounds like a highly inviting genre to buy from. We need demos to come back. You know the ones that used to be the standarded back in the day. Else in the future you want to see no one buying MMOs for obvious reasons.
This has been my late 2016-2017 so far apart from horizon zero dawn I've thrown money at half arsed crap that's either rushed buggy or just a huge disappointment..Sorry, my words were understandably took the wrong way there. I meant that ZOS (sadly) probably won't give you a refund for that reason. I'd personally love to be able to refund games that are disappointing and sub-par in quality.
Also I agree, bring demos back. So many developers release games now that are unfinished and buggy which is unacceptable. Bethesda being one of the worst offenders.

If via a retailer then with them.
If via the online store (ZOS) then send a support ticket via the support page (link on top banner) you can then click web assist on the right hand side and log in, choose billing tickets and see what happens from there.
This is only my guess as to the best way (as I've never claimed one) so if there is a more efficient way others may post it.

Yeah, odd reply.
People should always try for refunds if they don't like something they purchased. That being said, it is also reasonable for a company to say 'no' when you ask for a refund.
What is not reasonable is telling consumers to shut up when they want to ask for a refund due to being displeased with a purchase.

I did to claim that it was unacceptable to launch with so many bugs inc the broken group finder etc and they can either refund my purchase or my card company will as I didn't consider the game to be fit for purpose in its current state. Got confirmation of refund yesterday and morrowind is no longer shown on my account

Most of the time you lose the right of withdrawal for digital content when get access to it, or start downloading it.
That means for steam activation a key/buyin it in store, and for some other stores the start of a download.

You lose the rights to return it under distance selling laws which are there to allow customers to review items at home as they've not had chance in a shop, however, your right to return digital content because it isn't working properly fully remains
