That way you and your friend would start together on one Alliance, (given that they would allow us to play any race at any alliance) and fight for it. Locked in it.
That way there wouldn't be Red maps or Yellow Maps or Blue Maps.
There would be groups of friends playing for their alliance together. Some times you lose some times you win.
Now it's all about the farm as you say. Why? Because we can switch sides and be winners.
In the end all we fight is NPCs in empty castles, and kill our outnumbers enemies.
Is that PvP?

The mentality of win for rewards is what causes Alliance swaping. Not the need to play with friends.

All long as there are strong numbers on all Alliances.
I don't have a problem with people playing with their friends. I have a problem with how bad Cyrodiil looks because people can swap sides.

People would still congregate to the winning side. What the OP wants is for people to play on the less populated side.
Don't force them against their wills. Just give them reasons to want to, and they'll do it on their own.
