Currently the standard for gaining levels (1-50) quickly is either running dolmens or grinding out mobs. Quests are out of the question since the exp reward is so paltry. A quest might give enough experience equal to killing about 10-15 mobs. Which, for the higher levels, is absolutely worthless. So, the idea would be for quests to grant a % portion of the needed EXP required to level up, instead of the small level scaling that they currently have.
This would be different based on the length and type of quest.
Faction Quests would normally grant a larger %, whereas small side-quests would grant a smaller %. Completing Entire Story lines would grant an even larger %
Hopefully allowing another avenue of Level Grinding that actually goes through the story of ESO, rather than sitting in one area spamming an ability.
