Yea their QA department is lacking big time. I still laugh when I put on my Robes of the green or whatever it's called and it adds 75 pounds to my character. My main is 'hipless' as she is based on one of my actual cats, and there some motifs that clip into her!
Keep playing around with chest motifs til you find a few that fit said chars body and go from there is what I've been doing.
What part of hip *flaps need to conform to the body beneath* the art department does not get, I do not know.

Need a small team to thoroughly and systematically try on every single piece of visually appearing gear, look at it from various angles, and make note of graphical defects.
The fact that the company is leaving this task for players to do is sad;
especially considering how ridiculously difficult it would be for a single player to obtain all seeable gear items, and all appearance items, including those acquired through crown store purchase - even limited time offer items such as the one in my original post.
It would also be quite difficult for players to organize a group effort to accomplish this.
The only thing that makes sense is for the company to pay a handful of employees to sit down and carefully check out the items , one-by-one.
While they may think this will cost them too much, in terms of allocating time and skill, for what it's worth, I'd invite ZOS to consider the results of new players having either looted or crafted graphically bugged gear (several of the early-game gear pieces are glitchy), or having purchased a costume to cover up the typical early-game mismatched gear, only to find little care has been taken to ensure the visual quality of the product.
I can say, if that had been my first impression of ESO, I'd have had little faith in the quality of the overall game, and looked for another more solid product.
The bottom line is, it would not take a skilled team to assess and note these graphical bugs, and would take a skilled team a short time to correct each of them. And this small effort would contribute greatly to presenting new customers with a sound impression of the overall game experience. It would show that the ZOS team loves their product, like a guy polishing his car's rims expresses his love for the car.
