Can't give a vampire bite.

I'm a level 10 vamp with all passives except the first one. I go to a shrine kneel behind someone but no "use synergy" shows up. I've never given a bite so the timer hasn't started on the 7 day cool down. Normal feeding on npc's work as normal.What am I doing wrong?

Solved...turn off "prevent attacking innocents " i the combat menu.
