One online GM listening to a global chat channel and responding to bots in realtime would effectively eliminate the problem.
If you honestly think the game world is too big for one GM (it isn't) then have one per faction.

maybe they're just people that put you on the blacklist, or see your tells but couldn't care less about humoring you? if they're playing, and rezzing, even in a farming rotation that is still stuff that people (myself included in some games) do while watching tv and we are not going to bow down to some nerdy stranger that demands we respond to them or 'else they narc'. that's the easy way to get yourself reported for harassment and put on a blacklist if you did it to me

There's a difference between farmers & bots on a programmed pattern.
I'm saying if you are one of those annoying sorts that sends a bunch of tells, don't expect people to oblige you... they're not obliged to. If I assume some nerd is going to report me for not responding tot hem I counter-report them for harassment and hope mine was sent first (in case that gets it prioritized). It's both insulting, and annoying on top of it being as if they think they're internet cop or something when it's hard enough to respect real authority as it is sometimes. No way I will even read the messages beyond the first or second from some stranger on the internet asking if I'm a bot four or five times and threatening to narc on me if I don't bow down to them. This game , once in a hwile, has an annoying little prick like that hanging around following and doing that. The irony is what they do is likely reportable as harassment, and it gets them one whether or not it is considered that way by anyone beside myself. Simply because of their arrogance and audacity, and how annoying it is. If only it was easier to get annoying pricks like those things killed ingame without them being forest gump levels of stupid

ZOS could do more against bots but they have to be sure about who's a bot and who's a real player. It isn't that hard to be at the wrong place at the wrong time.

sounds just like the attitude coming from the sort of self-absorbed player that doesn't know how to mind their business and handle being ignored ingame. You do realize that harassing other players is reportable, while farming is part of normal gameplay? If they're not bots, there is only a small chance (far as I know) of being mistakingly banned while following the player around and continuing to send tells as they ignore you is considered harassment. Just send in your bot report, leave them alone, then realize you were wrong when they are still doing their own thing later. if they turn out to be a bot, they get dealt with sooner or later. No need to expect to people to wanna deal with eso robocop.
