Morrowind and Writs

So I have brought this up before but now that its on Live I have to do it again. Why have a station to turn in writs in Vivec if we can't actually turn them in there? So on my maxed out character all writs are still turned in at the station in craglorn. But I wanted to see where my new low level crafting Warden would turn them in. As it turns out its STILL all at Stonefalls. However for some reason the blacksmithing writ can actually be turned in at Vivec but it doesn't show a map marker for it, only on the compass and over the item in the world. But is the low level Blacksmithing writ the only one that cane be turned in at Vivec? Please make it so I can turn in my writs where ever I want. I can pick them up where ever so let me turn them in where ever, or at the very least make me be able to turn it in at Vivec.

Same here, its stupid, its even non funtional crafting writ delivery stations in many towns.
