Stablemasters should not sell horses in all regions around Tamriel, it's just aganist the lore and is a huge turn-off.Here is how the devs could fix this,

Exaggeration aside I was going to post more or less the same thing. I doubt they will sell anything other than plain horses for gold. Would be nice if some unique mounts has a chance to drop from hard content like hard mode trials or were earned with high Alliance War ranks.

The reason I'd go for no horses being sold in Shadowfen is that the terrain there isn't really suited for horses and the Argonians would be more likely to breed guar and kagouti.

A Guar costs 1.3k crowns, a senche/wolf/bear/camel 1.8k. The game has several issues to deal with, but i don't see your point. This game is already free to play, if you want cosmetical upgrades, pay for it. The servers arent running for free, neither eso staff does. If you want immersion, they can implement a dialogue option, where you can buy other mounts than horses for crowns. But I don't think that this would solve your problem, would it?
