That quest doesn't give a skill point. And new characters who skip the tutorial and get a skill point for skipping can do this quest as well, so they can't put it on this quest because otherwise they'd end up with another extra skill point. There is a special quest for characters from othrr areas that goes yo ssme island. I dont think but have not tested that it is not available to those who did the tutorial. That might be the catch-up. Or not.
If you don't own Morrowind, you don't do the Firemoth tutorial.SydneyGrey Pretty sure everyone does the Firemoth Island tutorial now whether they own Morrowind or not. Could be wrong, but that's what I thought the devs said.SydneyGrey wrote: »
I don't think there is a particular "quest to come to Morrowind". It just immediately starts Divine Conundrum, which everyone can do.Are you sure new characters get the Sould Shiver point? I'm just wondering since that's actually the name of the achievement which I didn't think gave a skill point. But if it does, its just a simple fix. Those that do the quest to come to Morrowind get one. I'm just not sure that you get one for that. I don't know anyone that's finished the story in Morrowind to ask if they got one when they went to the mainland.

Has anyone tested this?
No
2 skill points for reaching Level 5
Has this been fixed?
Did any Devs say anything about this? I am making a new character when I get home from work and I haven't bought Morrowind yet. Will I really have to buy Morrowind in order to get this 1 extra skill point? Sounds like a bug

id be more understanding if the issue of the topic was explained...
I'm guessing you have a skyshards add-on. People without that have a much harder time getting skill points.I've been mulling this over after all of the posts I've seen on this. And I am sorry I just don't see the severity of the issue.
I've respecced my main changing him from stam to mag and have like 46 skill points sitting there unused. All passives and master crafter points used too.
