I assume everyone got this but was I mistaken or is that elf drunk or something? He think he's in Vulkal Guard unless I misunderstood him. And this story does seem to take place during the Planemeld since my warden has heard of the anchors twice.

I think this was their badly-implemented way to make sure you get the invitation quests to join the guild. Rather than writing a "new" quest that is thematically appropriate to Vvardenfell, they just literally copy-pasted one of the base game's quest givers.

And yes its an lazy way to do it. Just having an two new dialogues should solve it.
