Pts is shared between us and eu which complicates the whole thing.
Zos copies your toons during a test phase before a big patch and gives the first weeks to american toons and then deletes those and copies the eu toon.
If the test phase is really long, they might do it a second time after some weeks of eu testing, but for some reason a bit more than 1 month testing is enough for something as big as morrowind.0
