After speaking to customer service through Microsoft and then Zenimax was instructed to continue reporting players I have done so But the ones you report you would think they learn there lesion apparently not they still continue to do it.
This has been going on for a very long time Dagger fell cant stand ebon heart pact that's a well known fact I would know I heard it on both sides . They are finding more ways to upset and disrupt others from the game it's a proven fact I have videos and I have screen shots and even messages .There most famous thing is they all flock in groups at the ebon heart pact base and wait and gank every player that comes outside that door I have reported many of them doing it just last night there where 5 or 6 of them doing it I took all there gamer tags one by one reported everyone of them they where doing this for a while wouldn't stop.
Not just Dagger fell it's now the dominion doing it to they want in so there also doing it to the ebon heart pact .Dagger fell players say I heard this they cant stand anyone that isn't part of there alliance that there the better players etc I even heard some say that anyone you has a dagger fell and has a ebon heart as well on there account is a looser and a trader and if you don't have all your toons on there then your dirt I heard this front hand from some dagger fell players.

Now it's on a day to night basis between dagger fell and dominion there take turns they go down to the ebon heart pact area and sit there and gank and gank and gank they don't care what I understand it's considered bullying and harassment do to the continuing of it every day they will not stop that's what Microsoft informed me and to report them so I have but it's not enough zenimax keeps thanking me for the reports but these players come back and doing it again this always happens by the pact base .
I truly believe a lot not all taking this game way to far and now taking that to the next level and now abusing and bullying other players I would know I was in a squad with a group doing a dungeon daily thing all I heard was nothing but this dagger fell guy insulting all others claiming that there the best.
I had one said in public chat said he bangs my mother and my mother nothing but a b1ch I reported this player right to Microsoft they heard this player word from word they where not to happy said to me that's all they need to hear.
Now one more this I have more proof they also say they never group up with the yellow well I resolved that quick put a few in there place and have it all on video .Am not saying that ebon heart are angels by all means but Jesus its getting bad and there's way to much abuse going on in the game .Point being Zennimax needs to do something make changes boost up the security do something to these offensive players .

If it's on console, all matters relating to player behaviour are subject to the console makers as it is their platform and they control the online interactions on there. Nothing ZOS can do.

Probably one of the biggest design flaws of IC is that there are zero guards at the base entrances and exits. They should at least have the NPC traffic and defensive power of a Cyrodiil resource.

Getting ganked as you enter your sewer base just shouldn't be accepted by the player base, especially in pay-locked content.

As a service to those who can't follow OP's wall of run on sentences and fear of punctuation marks, I've condensed the OP to Ducks and Bunnies powerpoint bullet mode --->

OP considers unfair and reportable as somehow bullying and harassment the following (all of which I disagree with, but it's hard to fully disagree when you can barely understand his post so the TL-DR bullet points are ---

1. Coordinating and playing in groups larger than your own is unfair.

2. Attacking before everyone says ready-set-go is unfair, ganking, and should be punished with reporting and bans

3. Attacking your enemy when least expected (e.g. right outside base in IC) is unfair and deserves to be punished.

4. Daggerfall and AD alliance players, in PVP, are attacking EP players. The nerve. Unfair, reportable, and needs punishment to stop

5. Opposing Alliance players talk smack to other opposing Alliance players. This is a red line and obviously reportable / punishable

6. Some players allegedly used crude or profane chat - e.g. mother insults

The wall of text rant from OP boils down to the bullets above. I agree with #6 -if true as alleged - as not being good community environment.

Everything else, #1 to 5, OP needs to grow up and understand you can't have PVP without players actually attacking other players. Otherwise we would just call this agreed upon dueling...which oh wait..we do have in game inside PVE lands.

Conclusion - OP, you need to embrace dueling. You will be attacked ONLY when you are ready, when you say go, and there will never be more people coordinating to attack you than 1v1.
You have bizarrely mistaken PVP to be dueling, and are wanting to report / punish / ban players for actually PVP'ing in PVP lands, when clearly you're looking for 1v1 duels only.

Well... To be honest, appart from the insults or the bad words of course... I think they are not doing anything which is forbidden, are they? I mean, gank and gank and gank and gank over and over at the base entrance is very mean, probably a pain in the butt but... they are not cheating, not breaking any rules... there are no specific rules against ganking or anything at the base entrance. So i dont think customer service would do much about it.
Anyway, thats very typical of PVP, so i suggest you to pack your stuff and leave cyrodil xD

I had been hearing yes it is a code of conduct you properly can get a suspension or two. If you are constantly going after the same player over and over doing the same thing this it is in fact harassment .
If you don't believe me go a head sit by the base every day gank and see if you get reported and then tell me I was wrong.
In fact I dare those who think it's right to gank at a base.To show you peeps proof read and reap, Once again who wants to prove me wrong have a nice day.

It's becoming a behavior problem with these players there doing it constantly and doing it to upset and force players to quit pvp so yes it's a issue and it needs to stop .For those who say different your just as guilty for doing it yourselves it's also done above in the districts when you are at your base there are groups launching magic attacks using bows and there pets to try and kill those who are in a safe zone .Very immature and childish and very poor game play .
If you disagree then that's your opinion.
And yes its breaking the rules if your doing it on a constant basis I been told it can fall under harassment bullying not allowing other gamers to enter or leave there base unless you have not read the tos through Microsoft am sure its under Sony as well and it's stated by the company

If they considered it offense then am sure it is am not a gm so I wouldn't know but only way to find out go a head do it get reported then you will know for sure .

You do know that you could always go up a different ladder or go into one of the other two entrances to ic. And if that doesn't work you can always play in a different campaign or you can play in the wealth of content that is the rest of the game.

Gankers have always done this in the sewers. One of the major flaws of the game/dlc in my opinion. However it's a part of the game in all of pvp in general.

However to each his own, a lot of streamers live down there and seem to enjoy the game play, even if they aren't gankers themselves.

Killing players that are not in your faction, during a war between factions, and in a pvp zone is pretty much the point of pvp. So don't go to the imperial city and get but hurt because you got ganked. I sure it happens to everyone who ventures into pvp land, happened to me about 5 minutes after I set foot cyrodill I didn't like it but I got over it.

Standard response. You could report me for standing at a crafting station if you so wish and you would get the same response

Zos will then read it and decide nothing wrong is being done.

Cyrodiil is war. The things you describe have often happened to all of us. Apart from the language, nothing you say in your OP is against game rules hence it doesn't matter how many times you report it, nothing will get done as no one is doing anything wrong.

As for going after the same player, if someone kills you then a min later you are back there, yes they will kill you again. That is not harassment, that's stupidity on your part for keep going back there.

About a year ago I was farming in Goblin cave, had the place to myself. Then an EP player appeared and said to me " go away or I will kill you" at which point I attacked him and i ended up dead 5 secs later.

I went back and he killed me again.

I wanted to be in there but I wasn't skilled enough to beat him and my friends weren't around. If I had gone back 50 times, he would have killed me 50 times, but after dying twice, I thought "sod that, I'll do something else"

Had I gone back 50 times and he killed me 50 times, that is not harassment, that is my stupidity.

I suggest the OP is not suited to PVP. Apart from trash talk in zone/area text/chat, which usually involves players from your own alliance arguing or insulting each other, everything else is fair game - especially in a game.

Now someone stealing your chest or ore node while you kill the mob guarding it in PVE.... that's different..

If its known there are gankers sitting outside the base (and its *very* common on XBox), don't leave by the doors. Use your maps to work out which district above will bring you back down into the sewers behind them.

Take a team. NEVER run solo unless you are very well geared, and used to 1v1's.

Go up to district, jump down, kill the few mobs in the way, then go back down via a manhole. Hit the gankers from behind. Either that, or everyone leaves the base at the same time en-masse, and the gankers will die very quick. Then camp the bodies to make sure they cannot be rezzed, and are forced to base respawn.

And you sir are the reason people who should be banned aren't. What you are reporting is not against the rules. Ganking in pvp is not against the rules.

People that report others for things that aren't against the rules just clog up the system with frivolous reports. So those who report actual rule breakers reports get bogged down and hidden from dumb reports like yours.

I got through the first paragraph and did not see anything the XB serviced or Zos would intervene. It is PvP and from the description they are in a place they are permitted to be.

Obviously killing players in a PvP area is bullying, don't you know of the 3 kill limit? It's clearly stated on the death recap screen.
