The extra 4 buyable slots were for the 'tank/dps/healer thing.
Base game = enough slots for 1 of each type of character.

Pretty sure that this was not by design. It was by coincidence. ZOS is not attempting to provide you with a slot for every purpose.
That said, yeah, Collector's Edition (digital or physical) should have included a free character slot. It makes more sense than two pets.

Eh, if it had been in the Collector's Edition, the "cash grab" crowd would just be going on about how they're "forcing" them to buy the more expensive version.
