No, you don't need to spam it or do anything in particular, just slot the ability on your bar. It passively reduces damage from any incoming stealth attack by 50% and removes the stun.

It's a reasonable tradeoff. You can either get one more ability slot / max magicka from inner light, or if it's really important to you to avoid getting ganked then you can choose radiant magelight for that slot instead.

I am such a noob. I've been putting Magelight on my bar THINKING it would reveal enemy. I know several times, I have ran around spamming it and wonder why I never catch anyone in stealth.

How much health do you have?
What are your resistances?
What is your crit resistance?
How much CP do you have?
Are you using Radiant Magelight?
What is your ping?
Are you traveling alone?
Do you have self healing?

Doing as much of the above as you can negates an entire playstyle. For every bit as frustrated as you are now, there's a ganker that watches his target go from 3% health to 100% and stay there, dragging them out of stealth until they finally run out of resources and die to their target.

Actively using the ability does does reveal enemies, but they have to be close to you. If you just have it slotted it is a kind of passive protection from getting ganked.

1 - Put more into your health
2 - Use anti-stealth skills and / or equipment
3 - Don't run solo if you can't handle it. If a ganker gets you, he had to know that your friends will get him.

Nobody likes getting ganked, but you can't just be an unskilled know-nothing wandering through PvP and expect to live.

Completely 100% disagree with ya OP. NB's don't need any more nerfs especially when it comes to PvP in the current and coming meta.

There's already more than a dozen ways to detect gankers and an infinite amount of ways to protect yourself from getting ganked.

You're in green gear? C'mon man.

You got ganked because you're under geared. If you're not in AT LEAST purple CP160 matched gear you have virtually no chance.

Would I be correct in assuming that you do not have 600CP? Or even any CP?

Either head over to the under level 50 campaign or gear up. What you're doing right now is like basically bringing a wheelchair basketball team into a game against the Warriors and then demanding that the rims get moved from 10 feet high to 4.

I have never morphed it.

No. The base skill will do. Radiant just adds the damage reduction and stun protection whereas inner light is the PvE morph with 5% more Magicka if slotted.

tooltip reads as though no morph is necessary (but we have all been fooled by ZOS tool tips before) so I'm curious for the answer as well, but if working correctly it should not need a morph to expose stealthed/invisible enemies.

I have never morphed it.

You need to morph that one ASAP. Even if you don't use RM, Inner Light (the one I use) gives you 5% more Magicka instead of lowering your Magicka 2%. No drawback to it at all. Just 7% more Magicka.

I haven't been one shotted in a long time.

Up your defense, take the attack, live, and burn them to the ground. Done.

Just a quick tip - if you use sword & board, make it your primary bar while riding around in Cyrodiil. It'll be that much harder to kill you.
