Cloaked attacks do not receive the stealth damage bonus, so the stealth counter properties of Radiant Magelight should not be relevant here. Unless there's something I'm missing.

Attacks while cloaked or using invis pots don't receive the extra flanking sneak attack bonus, but I believe they still get the regular (non-flank) sneak attack bonus and radiant magelight cuts total damage in half (not just bonus damage).
Haven't tried on PTS yet though.

Cloaked attacks benefit from the Master Assassin passive, but not the stealth/sneak damage bonus or stun.
I haven't used Cloak with physical damage since 1.6 and I haven't used Cloak in combat regularly for over a year so I may have forgotten something, but I don't recall Radiant Magelight being a factor for Cloak alone -- aside from the detection/lockout functions.
I could definitely be wrong, but it would have been really noticeable when using the old Clouding Swarm against groups which I used to do quite a lot of.
By the wording of the ability, Radiant Magelight should not reduce the damage from invisible or cloaked attacks.

Why was single target proxy det damage nerfed again? At least ganking with it required some timing.
