Long play micro stutter

Hi all,
I have an issue that's driving me crazy. I seem to get micro stutter after long periods of play (mainly in Cyrodil) that is only fixed by a /reloadui. I've tried everything to identify the issue but to no success. The symptoms? FPS remains fine, but you notice a .1 second frame drop or stutter, and again it completely fixes itself with a /reloadui.
What I've tried to identify the issue:
The only thing I haven't done is a fresh install of ESO. So yeah, any help or ideas would be greatly appreciated

- Different Nvidia Drivers
- Disabling Addons
- Using different unit frames (LUI, FTC etc)
- Using different buff addons
- Disabling MM
- Disabling cortana
- Closing the launcher when playing
- Different graphics settings
- ESO set to high priority
- Memory usage seems fine
- Disabled multiple sound options in device manager
- Parking cores
The only thing I haven't done is a fresh install of ESO. So yeah, any help or ideas would be greatly appreciated
