Help Troubleshooting Steam Controller/Steam Link w/ non-Steam ESO?

Any help would be greatly appreciated. I love being able to play my pc games on the big screen, and I'd really love to be able to play ESO in this way. I'm just not sure how to fix the problem and
steam can't help. I'd honestly rather not have to link my account to Steam, and I generally like Steam.

1. My version of ESO is not linked to Steam.
2. My Steam Controllers work with plenty of games, but not with ESO.
3. The problem appears to start when the User Account Control Pops up when turning on the game through steam. I don't seem to have this problem when I fire up the launcher directly outside of Steam.

I know this is probably a niche issue but surely someone has run into and solved this problem before. I saw some posts on the subject matter (and asked for help) from a couple of years ago, but I wanted to get an updated answer since I believe the problem might be related to Tamriel Unlimited.
