"You have queued too recently" triggered by people leaving the second they get in...

We've all been there, I assume, in dungeons. You wait to get in, a group forms, you are taken to the dungeon. Almost the second, or even before everyone gets there, someone leaves, then another, and getting 'replacements' does not work. The couple left over get the message "You have queued too recently" and have to wait 16 minutes. Why are the people who stayed and penalized for the actions of the ones who immediately bailed? Sometimes this even happens before everyone arrives at the dungeon. This is really unfair to players and needs to be fixed! Anyone else agree? ESO, are you listening? This has been going on for too long and makes dungeon matching a serious drag. You can go through this and sit around an hour waiting. If they want to apply a penalty effect, why not to the ones who leave for no reason after checking that they were ready to go?

    It happens for many reasons. Sometimes people get stuck in infinite loading screen and just cant get in to dungeon. Sometimes they get triggered when they end in very hard dungeon with bunch of low CP players. You can greatly reduce the problem if you find party and queue with them or you can enter dungeon manually (this way you wont be blocked by the penalty)

    Well that's great if you always have four people at the ready to dungeon with. We have two.

    The problem always arises for us when we get that message that says 'you are not in your groups instance' (which is completely a bug on zenimax end), which happens more often than not. Group is formed, and everyone is there, we are all involuntarily removed from area. Then, if the group is full of people who know what they are doing, someone travels to the dungeon directly and everyone follows. That works.
    All it takes is one person who is either super-impatient or doesn't understand how this works, and just immediately leaves the group. Then the other person does, presumable pay because now there is only three.. And the two of us are left with the wait for 16 minutes. Happens every single time we play dungeons, and the penalty is not deserved by the people who stay.

    I know what you mean by people leaving because they don't like the group make-up or whatever, but those occurrences usually result in the ability to re-queue and look for a replacement. It's only when the error 'you are not in your groups instance' occurs and everyone is removed, and someone leaves the group, that this time penalty occurs. I'm wondering if the ones who leave first get that time penalty too (they're the ones who should, if anyone.) I don't know why this penalty is in place, if it is to discourage this behavior it certainly doesnt. This needs to be fixed, it is the result of a bug.
