Cannot seem to pay for my account or get anyone at customer service to fix this

I had the card that I use for my account stolen about 2 months ago and put a stop on the card. Unfortunately, a payment for the account posted and was returned by the bank. My account at ESO was suspended but after some discussions with Customer Service about the circumstances it was reopened and all was well I thought...until I tried to manage my membership. I used several different cards and they were all rejected. When I contacted customer service I got the usual well make sure they have money..etc. I decided to test the theory as I know the cards are good and I spoke with the providers to confirm that (interestingly they have said they do not even see attempts to charge at the their end)...so my friend opened an account and I used the very card same card that would not work on my account to pay for their new account and it worked perfectly. So...the problem is some setting on my account and I cannot seem to get anyone to resolve this. It should not be this hard to give someone money should it?
