Please read the reasoning behind Morrowind being a chapter. There was a page ( I can't find it right now.) But it did say "Morrowind is a chapter, and not a DLC due to the new class. We did this so players could not unsub without the DLC and keep the Warden character they created"
Basically, they made it a chapter because the class would basically be free at one sub, instead of buying the DLC/Chapter.

Basically they could have charged separately for unlocking Warden class and included the actual DLC with eso+. But why do that when you can get 90% of the suckers to pay the price of a AAA title for it instead?
