Being caught by guard causes controls to freeze, guard attacks

Once in a while when I get caught by a guard while having a bounty, my character will raise their hands, but when turning to the guard, no options appear, I'm unable to move my character but can enter the ESC menu. After I get killed, the bug persists til I relog.
