Remove CP from all PvP. Give players two builds at all times (skill selection, gear, mundus); one for PvP and one for PvE. Have the game auto switch them as you switch between PvP and PvE zones.

This will help balance PvP while having the power increase of CP still active for PvE. The two build option will allow players to seemlessly switch between PvP and PvE which will require very different builds without spending time and gold respecing.

    There idea is to make it fluid to switch between the 2 while having the same charachter and setups. Doubtful.

    Yea ZOS has been pretty clear they aren't going to do this, but I do think it is a good idea. I don't understand the resistance to balance the two separately. The way it is currently, you already need to adjust skills/gear every time you switch from PvP to running dungeons or trials. There are multiple skills and sets which have different effects in both areas already (and are crucial to end game content). If they wanted to balance the two together, they why make these exist?

    All that said, if they were to balance the two separately, I think PvEers would be very surprised and taken aback by the outcome. They love to blame PvP every time they get hit with a change they don't like but so many of these changes the past few patches are actually clearly PvE based.

    To be clear, this is not a suggestion for skills to be balanced separately between PVP and PVE. You're two builds would come from the same pool of skills and gear. You would just have to different setups for the two different game modes which require two different builds anyways. The balance issues that CP introduces to PVP would be removed, while retaining the power growth CP provides in PvP.

    ZOS has stated that their design intention is to have all skills behave the same across PVP and PVE. This would accomplish that goal.

    Also this would encourage more people to engage in both game modes as it would be utterly painless to go from one to the other.
