I was wondering why the Golden Vendor doesn't have a couple weapons to offer each weekend. Could have them in Sharpened and Defending.

Not a bad idea really ... considering some of the forum threads on the unicorn sharp BSW flame staff.
Opponents of your argument will say that weapons can just be farmed at green or blue quality and upgraded to gold ... unlike gold jewelry.
Further, with the zone PvP bags (to supplement actual farming of weapons in the zone) there are more ways to obtain weapons.
All that said, the loot tables for normal drops are still pretty large. Finding the right weapon with the right trait is still a daunting task.

"Useless" is rather subjective. Tanks need infused, and if you are a DD having an infused helmet instead of a divines will be an 0.5% of a difference in DPS.ESO Balance:

Tanks use sturdy do they not? Definitely on shoulder anyway.
Even so, it still makes 90% of them useless as tanks only use 3 or 4 monster sets usually.
And why pay 100k for a not bis when I can get a not bis pretty easy anyway.0
