It doesn't reflect like like reflective scale, but one morph (might be the one you mentioned, I'm too lazy to check) sends out a projectile when you get hit with one, but it seems like it will be it's own projectile instead of the attackers.
But also, they say that it will break after three projectiles, does that mean that there's no timer? because if so, it seems like it will be awesome.
Do they intend ice shell to work like reflective scales in that it completely negates the damage of each incoming projectile? I had assumed it would be more like a damage shield but if not it might actually be worth slotting.

There is a timer too it and yes it can only absorb 3 per cast. This is actually one of the things they changed since PAX and the ZOS HQ playtest and so we will have to see but I do think you are right in that it is not a reflect but an additional projectile created by the caster of the Crystallized shield. Will be interesting to see how that works on Rakkath since he normally heals himself if you reflect his abilities, but this is not a reflect as it seems.
