    Lots of particle effects.

And no, upgrading your CPU won't help much. You might gain an extra 2-3 fps, but nothing that will make it smooth. This game is just very poorly optimized.

Instead of upgrading the CPU, I would overclock the one you have right now (which is a very good gaming CPU).

noting you can do sadly my rig is

    i7-4790
    GTX 1080 Strix OC
    16 GB ram

still getting huge drops at Trials(VMoL especially) and i tested this i turned the game down to low still getting 50-40 FPS on 1080p then i maxed out everything at 4k i was getting 30-35

at this point i m fine with playing on 4k ultra with 30-35 FPS if i m not getting 60+ in anyway

    i-5 7600k @ 4,8ghz
    3ghz ddr4 ram

i do have stable 44fps in raid boss fights.

make sure to OC your cpu to <1,3V for a 14nm cpu and <70°C/80°C peak if you wanna be safe.
Set the timings of your RAM to the manufactorers default.
    Disable Hyper-/Multithreading

Set the max used particles in ESO to 128
Set the max used CPU Cores to 4

As others have said, game is very badly optimised. I have a 12 (HT) core CPU @ 4.6GHz and a GTX1080 ACX and I still get *** performance in trials (down to 25 FPS from 100 or more).

You need one CPU core to perform extremely well, I use Intel TurboBoost 3.0 which takes one of my cores to 4.8GHz when demanded, but even so ESO performance is weak.

It's not really worth setting max cores used because the flaw in the game is it focuses one main thread on one core. So whilst there are 50 or more threads, they are all very light and the Windows Scheduler will simply spread them across your other cores, does not matter if that's 12 cores or 4, as they are such light workloads.

Until ZOS take the game to DX12/Vulkan and optimise for it, this game will always be a bad performer.

Yes, hardware upgrades can make a massive difference.

On my old PC (AMD Phenom II 4x 965) when I went into a trial, or was at a dolmen with more than a few people there, the mobs simply did not appear in a timely enough fashion for me to see them, let alone react to them. My strategy at dolmens was to stand by the boss spawn point and start spamming attacks at that spot when Molag Bal delivered his line of dialogue - because I could not actually see any of the mobs, they took too long to show up. Had a lot of "time out" errors trying to load into busy areas like Rawl'kha, and had to wait a long time after loading into the game or entering an area for NPCs to show up.

Did a rebuild with a better CPU (nothing terribly fancy, one of the newer i5 chips, new motherboard for that chip obviously, but using the GPU I already had) and I no longer have any of those issues. Even combat against a normal delve group of trash mobs is quicker and more reactive.

It's like playing a different, and much better, game.

Run only combat addons, deactivate all: trading, minimap, exploration, quest and harvest addons.

Set settings to minimum except for perhaps textures and resolution.
Remove or minimize: grass, shadows, water reflections, particle settings.
Change view distance to max 35

<< that's what most people I know do, when they pvp or do veteran trials - regardless of what cpu and rig they have :/

I let all my 20 add ons running because with freesync over 40 fps is smooth, but it's a good idea to deactivate some features of add ons which eat much cpu power.

But lowering graphics is really not necessary if you use the votans adaptive video add on which change the graphics automatically for you based on your game runs smooth or not.
