For those who are OCD about quest clutter like me, but want to defeat Stuga for once and for all: my solution was to accept her quest, go to Wrothgar and do the initial quest bit until you reach the city, engage the King's mother lady (forget her name, the old orc woman) in the "yes here I am presently" check-in dialogue that feeds into the next thread of the quest . . . and then simply exit out of her dialogue before accepting that thread. She'll be parked there forever in Orsinium with a black arrow above her head, easy enough to find if you ever do decide to take up Wrothgar on that character, you won't have the extra quest loitering for eternity in your journal, and most blessedly, Stuga will be no more. It's hard to cave in and finally accept her quest, I know, but 'tis only a stepping stone to her own obliteration. I promise you the silence is so worth it.

Hath no fear and bask in the knowledge that 99% of these "ANNOYING" NPCs will be dead by the time of the single player games, unfortunately that list also consists of Razum'dar, Eveli Sharp-Arrow, Naryu Virian and several other people which is sad, Im just going to assume they all became vampires and are still around by the 4th era.

Lysse Chauvry. How I hate this moaning woman in Craglorn. 'What am I supposed to do with a wagon-load of goods and no one to buy them, HUH?' I really feel for the poor Khajiit next to her that must have to put up with this EVERY DAY, several times A DAY.

ZOS, please, PLEASE, add this woman to Dark Brotherhood contracts, so I can murder her again and again. Maybe have that long-suffering Khajiit take out the contract. I'm sure I'm not the only DB assassin who would dearly love to stab her viciously!
RIP Atherton, my beautiful little gentle friend. I will miss you forever. Without you I am a hollow shell.

I hate the NPCs at the writ drop off zones, who say something each time you put a delivery in a chest. It's a relief to finally get to Craglorn, where that NPC says nothing. Now just need to get the other 6 of my characters enough skill points to put into each crafting skill to avoid that...

The line where the guy's cousin could use a pair is the most annoying for me. Since I have about 10 characters that do provisioning writs only... "Really? Your cousin could use a pair of food? Are you sure he wouldn't rather have a bowl of shoes?"

Yeah she annoys me too. I pick up the quest on all my characters now just to shut her up. The quest marker bugs me sometimes, but not nearly as much as she does.

One Tamriel has made a lot of these NPCs seem even more out of place though. The other day I got a crafting survey for Shadowfen on my crafter, who is a DC character and had never been to the Pact lands before. I decided to pick it up on him instead of passing it on to someone else, teleported over to Ebonheart and rode down to Shadowfen.

Along the way I encountered at least 3 NPCs who said things like "Here you are!" and "I'm so glad I've found you!"

I assume normally that would make total sense because you'd have met them in earlier zones, or they'd know you by reputation at least. But for a random level 14 who had never been to that part of the world before it sounded absurd.

Let's all just take a moment and inhale the hate in which we have garnered for the universally annoying Stuga.

I mean, every single time I'm in a major city, this wannabe royalty wastrel teleports out of nowhere and runs right up to me. I am 100% certain that this has happened to all of you...A great many times, considering no one goes to Orsinium until at least lvl 50.

Anyone else want to tie cinderblocks to her so she won't come out of the ocean this time?

Stuga is like that ex-girlfriend you see across the room and hope really hard that she doesn't notice you.

I just make fun of the "Speak to me before entering Mournhold, CIDDIZENNN" guy when I do writs in Deshaan, and it was funny to tell Corporal Bredrek to stop chasing meeeeee in Riften. Of course when my main character got to questing in those areas, I was looking forward to being able to actually answer their dialogue and take the quests. But to my eternal disappointment, snippy Ordinator didn't have anything to say to me when I got to Mournhold for realsies, so that must only be for people who don't already have a quest directing them to the city. And Bredrek ran up to me but didn't give me his line, so I refused to talk to him until he said it. Had to log out two or three times and approach Riften again before I finally got satisfaction. :D

But what if it wasn't? I might actually stop and talk to these people if they were offering me wine.

Personally, whenever I ride past one of these people I always loudly say "NOOOPE" in my best/worst Lana Kane voice. Makes my wife laugh every time, and nowadays whenever she hears one of those NPCs speak up she'll usually do the voice for me.
