Who is this ghost at the lake nearby Sejanus?

Have been running into this guy while lurking around Sejanus ever since I joined pvp and I find no information about him anywhere. Guildmates has no clue who he is.
I've also done all the quests possible to do all over Tamriel on now three characters and he has never been involved.
Anyone got a clue?

I wish there was some kind of quest or an NPC in the area with story what happened to this guy. There seems to been some kind of war right there around the tar pits. There's dead mammoths all over the place as well.

Yeah, as much as we might want to believe this, it is highly unlikely. TES Cyrodiil and ESO Cyrodiil are two separate things that are only similar in passing.0 -
Serjustin19✭✭✭✭✭Before I say anything, I want to warn, it's not listed on Cyrodiil map. Or any Cyrodiil maps online. However about 4 months ago. As I was following a ghost as the one above. I followed it, then it disappeared, but before it disappeared. It lead me to a location with a mammoth skull and bones.
Right then and there where the ghost vanished, in amidst of bones was a lore book. Called the Totems Of Hircine. Again this lorebook is not listed on any Cyrodiil map Online. Maybe because nobody found it before. But I was lucky to find that lorebook. Before ghost vanished.
I'm unsure where the location is now sadly. I only stumbled upon it once accidentally, because of that ghost. But remember it's next to Mamoth Skull and bones. I'm always in Cyrodiil, I never leave. Here is a quote from lorebook text "The second: a thigh bone, carved as the skull, but from some animal unknown."

Look at Nikel in front of Weye, and Ash, Cheydinhal and Chal almost in a line, Drake more in the north than Sej,

P.S. He dissapears and Chest appears always Master level, you just have to wait for it to respawn, as quite a lot of people farm them.PC/EU 800 CP.
