Does anyone know the story behind the Ghost of Cyrodiil?

Twice have I been traveling and seen this figure, moving silently through the bones of a mammoth graveyard south of Cheydinhal. He disappeared before I could get close to him or take a screenshot last time, but I recently saw him again.

Does anyone know if he is the only ghost that walks the land or if he is part of something larger? He doesn't always appear, like the phantom horseman in Skyrim, so I don't know if he is simply there for effect of if he has a purpose.

in skyrim and oblivion there were two ghosts in both games he lead you to an area with some enemy a chest and a written note, it is a common theme o other elder scrolls games perhaps you should follow him and see where he leads you.

I don't know about the ghost, but I'm more intrigued about the guild chat you removed.

Some people were having a conversation and I didn't think to hide the chat box because I wanted to get some screenshots before the ghost disappeared. It was a mundane conversation in guild chat involving the quantum physics and current discoveries, as well as some stuff on the current state of historical studies. Not terribly shocking, but could be used to extrapolate real life info about the chatters. I decided to just cut it out of the image out of respect for the chatters and to save time on asking them if they were OK with me posting parts of their conversation.

Does he go anywhere or just disappear? Why do I not remember a phantom horseman in skyrim...

If he goes somewhere follow him. Maybe he disappears and then reappears nearby, so you might be able to look for him and follow his general pattern.

Cyrodiil is really the best and coolest zone in the game.

I don't remember any cheydinhal quests related to this at all, either.

I'm certainly interested, might go check it out myself when I get back home tomorrow.

Is there an Oblivion quest that features a ghost near there? Maybe an Easter egg for that? (Though doubtful)

If I remember correctly, he may be one of the mini-quests that sends you to one of the town hubs. Each town gets one, and if you find the town without it, I don't know if you can actually pick it up.

I have picked up some of those quests after discovering the towns. I have one for cropsford sitting in my log right now, actually.
