Are champion points still account wide?

Hi, I played ESO back in the day and when I played there were still VRs and champion points were account wide. I think the whole new champion point level system is really confusing but that's neither here nor there. Anyways, If I get a character to 50, then get the max of 600 cp, then make a new character and get her to 50, will the new character also be level 50 with 600 cp?

    Yes, and they can spend all 600 CPs at level 1, which IMO was a silly design decision by ZOS as it greatly OPs the leveling process.
