I'm lucky that my main crafter is a magicka nightblade: when I need to use a station in IC I basically cloak in and cloak out (even though there are many ways to counter cloak). And I run away if I see people from another faction.

These are two examples of why pvp populations in some campaigns are low.
I spent over a month stuck on the imperial city quest where you have to defend the three doors from waves of daedra. That quest is on the highway between where reds pop up from their sewer zone on the way to farm in the yellow tunnels. A lone aldmeri player in the middle of a long quest in the wide open, I got ganked and killed over and over by people coming past. Sometimes they would stand there visible while I was dealing with the quest mobs, then several of them would jump me and disappear without finishing the mob, so I couldn't get the quest credit to continue past that door. Sometimes the quest would glitch because I got killed, never spawning the wave of daedra at the door no matter how long I waited, forcing me to abandon and restart.
It's because of the attitude I received from many dozens of reds on the Xbox NA server, so plainly on display from these two I quoted, that left such a bad taste in my mouth over pvp that when new people ask me what it is like I tell them flat out that there are a few nice people but there are way too many with the mentality of a selfish teen jock who plays mean pranks on the nice kid.
I don't have fun in pvp anymore. I avoid it, and participated in double-ap event as a chore / job just to get some ap for the golden merchant.
Congrats Q and Lady, you were a wonderful negative example for today's topic of ethical sportsmanship behavior. Thank you for reminding us that common courtesy is unfortunately not common enough, and that the wisdom of a few years ago "it's not whether you win or lose, it's how you play the game" has been cast aside by some in favor of the amoral "winning is the only thing" guiding principle.
For putting into so few words that other people are worth zero consideration beyond what they mean to your personal score, Bravo. Bravo.
It depends entirely on if I am currently annoyed with your faction. Most of the time I leave solo questers and crafters alone.
