It means the stats listed are what you'd get if the set was CR160, and upgraded to legendary.

Legendary is gold rarity. CR160 is the gear cap, so those are the best possible stats for that set in game.

But I've never gotten a legendary before despite being way over v160

You can make anything legendary besides jewelry, but I wouldn't suggest making normal clothing but monster sets people sometimes making legendary, and weapons.

You will only get legendary drops from things like weekly leaderboards, vet trials, pvp, etc. Personally I only upgrade my armor to purple and make my weapons gold.
