Happened to me too. Just log in to another character and play it for a while, I was able to log in with the character after approx 30 minutes without problem. This is known issue to the ZOS.
If your character is in a crowded town like Belkarth or Rawl'Kha, try loggin in to them at off-peak hours, with less players around.

So you are in Cyrodill PvP zone ? That explains a lot. I had similar problems. It usually happens when the servers have max population and I end-up getting dropped from server. Then I try to re-login and I either end up in infinity loading screen or back to main menu with information "make sure you have access to internet bla bla bla".
I tried to log in 3 times and it didn't work. So I have logged in on a different character. Go to the bank, darw/withdraw something, train mount, buy something from guild traders etc. The game registered that activity on other character and when I logged-in on my main character I was not in Cyrodill, but in a previous PvE zone I was before Cyrodill.
So if you have problem with login it looks like you either have to wait until there will be too much population in PvP campaign so the game will move you to where you were before. Or just try doing something on different character so the game will register that activity.
Alternatively if it won't work contact support - they can do probably more than people here on forums.

Only way to get it is to wait for off hours and log on that one, when campaign is not triple locked. Happened to me few times, and that solved the problem.
Did you by chance have addons enabled with that character? If so, try disabling them and then seeing if that helps.
When this happened to me they responded and moved my character within 30 minutes. This was on a weekend at 9PM when mine went out. Moving the character fixed the issue. I was in Shadofen regular levels, not vet level.
They moved my character for me pretty quickly as well, I only played this alt to lvl 18 though. Now my main which is AD has reached vet lvls, Iam worried about this happening again when I finally do DC quests. I think I will have to avoid entering Windridge cave until I know they have fixed the issues, which is hard as a completionist.
