Given the usual arduous process to get a response from ZOS CS I have given up before trying to get the mat design or my gold for the purchase back. If it is a known bug and letting CS know might result in something other than R2D2 responding to my report maybe I will report it.
I think in situations like these it's just too hard to confirm whether or not you had the items you lost or just forgot you sold them ect.
Did you check under the furnishing tab under that character for the paining OP?
I have 12 chars most of which are almost all full on inventory, my bank is max and also relatively full and I have never noticed missing items so I feel sorry that you lost something but as stated I think it would be next to impossible for them to verify such claims.

I bought a table blueprint once that I thought was lost until I realized the item is crafted at the enchanting station.
