How to make Frost Staff tanking viable

Elemental Susceptibility : Applies Major Fracture to the target.
Trifocus : Blocking with Frost Staff creates a scaling shield absorbing x damage. This can occur every n seconds.
Inner Fire : Move this ability first in the order of undaunted skills.

    Change the magicka morph of inner fire to give major heroism and frost stafff would be in line with S&S. Exept for the item slots. Seriously, that's an issue that needs fixed.

    All Two-Handed weapons should be counted as two slot items giving bonuses of both slots.

    Aunt just count all equipped weapons vs active.

    Give frost staffs an inherent armor value like shields too, and change the shield expert champion perk to increase the armor provided by equipped shields and frost staffs by 75%

    Its not viable at all..

    Many a magic build uses light armor which provides little defense which is bad for tanking, so tell me how a Nightblade with a frost staff wouldn't die? they don't have any self healing abilities, all they have is weak siphoning abilities which aren't really viable as a primary healing source at all, If anything they should of made it so Restoration staves can be used for tanking because at least you would beable to use a restoration ability to heal yourself with and make it a passive you have to take that makes it so blocking with one uses magic instead of stamina.

    They use Heavy Armor.

    The frost staff does actually provide a damage shield on the fully charged heavy attack.

    The problem is the shield is pretty paltry, and you have to hold the heavy attack until it discharges automatically, which is a very long time.

    If ZOS somehow made that shield easier to trigger (not necessarily more frequent, just quicker) and made it a little stronger that would probably bring the frost staff up to snuff.

    I know but i have suggested to relpace trifocus passive with a shield on block No need to drop your block for heavy attacking and shield will cover the loss of % damage mitigation from 1HS line.
