Bosmer take reduced fall damage, allowing them to escape from upper keeps more easily to fight back, so that's good.
Khajiits have a higher chance to pickpocket NPCs, which means less gold wasted paying off bounties, gold that can be used toward the war effort, so that's good.
Imperials gain gold at a faster rate, so the roaming NPCs they kill while traversing from keep to keep drop additional gold can go toward purchasing soul gems and other goods from the quartermasters, so that's good.
They all seem to have their advantages. I don't see how one can be worse than the rest.

That being said, for a while now it seems Imperials have declined in popularity versus the other races. Whereas at launch and the next couple of years Imperial was a popular build choice.
