✭✭✭PC normal mode it is in consumables. Switch to filter by Legendary quality and they will pop up. PC gamepad mode the are NOT in consumables, or any other category. I literally just went through every category of every category. I assume this is the same for consoles.
The only way they show up for me in gamepad mode is to leave it at the original "All Items" then select legendary quality and look through all the stuff. Changing the sorting so it sorts by highest will help you find them faster. But odds are you wont be finding deals any time soon.
